Does anyone know of any existing pieces or arrangements for a quartet of alto, tenor, bass, and contrabass trombones?

You could easily use Elkjer quartets, because the lead parts are often high for tenor, and the bass parts are low enough to be played on F contra.
You might contact Jim Nova, as he has probably done some arrangements for that instrumentation.
