If it's on line with a URL, you can use the {media]URL{/media} tags (with square brackets instead of the curly braces.
Otherwise you can attach a file (although it may not show up as an insert, depending on the format).

The best tactic is to upload it to Youtube and post the link as BGuttman described.
Youtube will stream it for what ever device the end user has.
If you post an actual video file here you have to hope the end user will download it and have the appropriate viewer ready.
